Preamble
Unidad Christiana de Iglesias Menonitas (UCIM) is a unity of congregations forming a region affiliated with South Central Mennonite Conference (SCMC) and all the congregations that form UCIM are thus part of the Mennonite Church USA (MC USA). Together they form a Christian front that works for God’s Kingdom and are at the vanguard in the work for peace and justice. Hereafter, in this document, the association is referred to as UCIM.
Article I. Name, Address, Area
A. The name of the region will be Unidad Christiana de Iglesias Menonitas.
B. The address will be the address of the current moderator of UCIM.
C. The area of the Region will be South Texas.
Article II. Purpose
A. Promote our faith according to the Scriptures, our cultural context, and the Confession of Faith of the Anabaptist-Mennonite perspective.
B. Promote unity in terms of service, worship, doctrine, and testimony participating in activities of mutual edification and sharing resources (interchange of pulpits, giving and receiving help and counsel.)
C. Focus vision and give initiatives, counsel, available resources, and support to projects of the affiliated congregations.
D. Facilitate the dialogue of the Mennonite churches of South Texas and the South Central Mennonite Conference.
E. Serve as mediator and provide resources in situations of conflict.
Article III. Membership of Congregations
A. Requirements:
1. Be located in South Texas.
2. Have a clear understanding and acceptance of the Christian doctrine as interpreted by the Anabaptist –Mennonite Confession of Faith from the Mennonite-Anabaptist perspective, using the Bible as a foundation.
3. Be in agreement with the Constitution and By-Laws of UCIM
B. Expectations and Responsibilities:
1. Support the programs and projects of UCIM and SCMC with prayers and participation.
2. Send a representative to all meetings of the Executive Committee and Annual Business Assembly and a delegate to the Annual Business Assembly.

3. Commit to financially support with ten percent (10%) of its income to the programs and projects of UCIM.
4. Subscribe to the norms of ministerial and congregational leadership of MC USA. (A Mennonite Polity for Ministerial Leadership)
5. Seek the counsel and participation of UCIM and SCMC when pastoral vacancies occur, so persons selected share the faith and mission of the SCMC and IM USA, and are eligible to be credentialed by SCMC.
C. Admission:
A. Congregations seeking membership will submit a solicitude including relevant information of the organization and structure, current activities, a statement of faith, and a membership list. This should be submitted four months (preferably six months) leaving sufficient time for discernment and processing by the Executive Committee previous the Business Meeting of UCIM.
B. Membership will be accepted by a two thirds majority vote of the Executive Committee and acknowledged in the Business Meeting.
D. Separation:
1. A congregation may request separation from membership from UCIM and SCMC by presenting a written request to the Executive Committees of UCIM and SCMC indicating the motives.
2. The committees will respond with an effort to establish or maintain communications that can result in as complete an understanding possible, seeking to create a spirit of harmony and mutual respect.
3. If the separation takes place, it will be announced to the congregations of UCIM.
Article IV. The relation between UCIM and SCMC
A. The relationship between UCIM and SCMC fraternal, of mutual support, and respect, maintaining maintaining reciprocal communication, giving and receiving reports of business concerning both.
B. Both will maintain a relationship loyal to their principles.
C. UCIM has the privilege of having a representative named by the Executive Committee in the Northern Regional Representative Council of the Conference (NRRC.)
D. Every congregation has the right to send a delegate for every 25 members or fraction thereof to the Annual Delegate Assembly of SCMC. Active licensed or ordained pastors recognized by SCMC are delegates.
E. UCIM will support SCMC with a tithe (10%) of the income received from the congregations.

Article V. Government
A. The government of UCIM is representative through the delegates in the Annual Business Assembly which determines the vision, goals, and needs of the Region.
B. The Executive Committee attentive to the voice of the Assembly, will fulfill the mission established by the Assembly. The Administrative Committee facilitates the carrying out of the mission.
Article VI. Annual Business Assembly
A. The Business Assembly will be held the second weekend in the month of January. The notice of the meeting will be given 30 days previous to the Assembly.
B. Delegates will be active members in the congregations of UCIM which includes
1. the congregational representatives to the Executive Committee from each congregation.
2. an additional representative from each congregation,
3. the pastors and their spouses,
4. the officials of the Administrative Committee.
5. In addition, two members of the Executive Committee of SCMC.
C. All delegates will represent the interests of their own congregations in the assembly. They have the privilege of voice and vote in the Assembly.
D. Quorum is established with the representation of the majority of the congregations.
E. Other persons from the congregations are welcome and will be given participation in the discussions if the moderator acknowledges them. They will not have the right to vote.
F. The program will include
1. Receive reports of the congregations, of the officers and of others.
2. Evaluate the work of UCIM, searching for and discerning vision, needs, and the direction of the Lord in planning the ministry and program of UCIM.
3. Elect the officers of the Administrative Committee that have been nominated by the Nominating Committee.
4. Evaluate and approve the annual budget presented by the Executive Committee.
G. An Extraordinary Business Assembly may be convened for urgent situations with the approval of the Executive Committee.
Article VII. The Executive Committee
(The Southern Regional Representative Council – SRRC)
A. The function of the Executive Committee is to listen to the voice of the assembly to discern and fulfill the vision, needs, and guidance of the Lord in planning the ministry and its programs.

B. It will be composed of the Officials of the Administrative Committee, a representative of each congregation, the pastors of the congregations, and the Regional minister (ex-official). The members will have voice and vote.
C. The SCMC Executive Committee will send at least one representative to the Executive Committee meetings.
D. Duly convened meetings of the Executive Committee can take place with the majority (half plus one) of the members present at the hour the meeting was scheduled.
E. The Executive Committee will have the right to form commissions, committees, or other positions in order to fulfill its obligations required by the Annual Assembly.
F. In the meetings, a visitor will be given the courtesy of speaking if the moderator of the meeting acknowledges him. Visitors do not have the right to vote.
G. The Committee will meet every four months.
H. Congregational Representatives
1. will be members in good standing in the congregation they represent,
2. will be chosen by the congregation,
3. will meet with the Executive Committee to contribute to the development of the programs and activities of UCIM,
4. will present reports to their congregations of the happenings of UCIM,
5. will serve for a term of two years.
I. An Extraordinary meeting may be convened with two weeks’ notice for urgent situations with the approval of the Administrative Committee.
Article VIII. The Administrative Committee
A. The Administrative Committee will be composed of the moderator, moderator elect, secretary, treasurer, the Congregational Life Coordinator, and the Regional Minister (ex-official).
B. The Administrative Committee carries out the administrative functions under the direction of the Executive Committee:
1. all actions taken must be approved by the Executive Committee
2. receive the financial reports and consult with the Executive Committee when necessary.
3. prepare the agendas of the Executive Committee advising the Executive Committee members before the meetings.
4. maintain the members of the Executive Committee informed of its actions.
C. It will meet monthly. Meetings may be conducted through telephone conference calls.
Article IX. The Officials and their Functions
A. 1. It is a requirement that nominees for offices be active members of a Mennonite Church for a minimum of one year.

2. Recommendations: It is preferable that the nominees to serve as officials have the following qualifications.
a. be bilingual in Spanish and English
b. have the ability or a resource with the availability of a computer.
c. be willing and available to travel in and outside the region
d. have honest character, knowledge and convictions of the Biblical Anabaptist faith.
B. Moderator
1. Convene and lead the regular and extraordinary meetings and of the annual business assembly.
2. Oversee the fulfillment of the goals and objectives of UCIM.
3. Write reports and documents concerning the organization.
4. Respond promptly to the correspondence to UCIM.
5. Keep the congregations informed regarding decisions, program, and activities.
6. Will only vote to break a tie.
7. Represent UCIM at the Northern Regional Representative Council of SCMC.
8. Serve for a period of two years.
C. Moderator Elect
1. Take the responsibilities of the Moderator in his absence or if the moderator requires it.
2. Serve for two years as moderator Elect and Two years as Moderator.
C. Recording Secretary
1. Records the minutes of the meetings and maintain the files up to date.
2. Sends notices and reminders about the meetings and planned activities.
3. Serves for two years with option to be re-elected.
D. Treasurer
1. Manages the bank accounts of UCIM.
2. Maintains the accounting and checking accounts up-to date.
3. Presents monthly financial reports to the Administrative Committee, to the Executive Committee meetings, and annually to the Annual Business Assembly meeting, sending a copy to SCMC.
4. Proposes ideas for the annual budget that will be designed together with the Executive Committee to be considered and approved by the delegates in the Annual Business Assembly.
5. Serves for three years with option to be re-elected.
6. Unbudgeted expenses of more than $3000.00 must be approved by the Executive Committee.
7. The checking account can be signed by the treasurer or a designated member of the Executive Committee.

E. Congregational Life Coordinator
1. Motivates the inter-congregational participation in programs and fraternal activities for the education of all believers and to stimulate unity and service.
2. Plans and carries out events such as hymn sings, Christian worship concerts, summer camps, marriage retreats, seminars about themes of Christian life with emphasis practical for today, etc.
3. Promotes ministries with emphasis on children, youth, men and women, giving ideas and resource to the churches.
4. Designs and publishes a bulletin of news and activities of UCIM every two months for distribution in the congregations.
5. Visits to encourage congregations, especially new congregations.
6. Finds persons who can help collaborate in the functions needed for the Congregational Life committee.
7. Serves for two years with option to be re-election.
Article X. Regional Conference Minister
A. Serves the pastors and leaders of UCIM maintaining contact regularly with them.
B. Participates in the search for pastors, pastoral reviews and evaluations, and pastoral transitions.
C. Serves in situations of conflict that will benefit from outside counsel and support.
D. Meets with the Executive and Administrative Committees in their meetings.
E. Appointed by SCMC in coordination with the Executive Committee of UCIM.
F. Responsible to the Executive Committee of UCIM and report to the Executive Committee of SCMC.
Article XI. Nominations Committee
A. Composed of three persons nominated by the Administrative Committee and approved in the Annual Business Assembly.
B. Considers, evaluates, and recommends the candidates for open positions, and will recommend a candidate to complete the term of vacant positions of elected officers.
C. Meets three times a year and as needed before the Annual Business Assembly.
D. Members will serve for three years in alternating terms.

Preámbulo
Unidad Cristiana de Iglesias Menonitas (UCIM) es la unidad de un grupo de congregaciones que forman una región afiliado a la Conferencia Menonita Sur Central (CMSC), y por siguiente todas las congregaciones de UCIM son miembros de la Iglesia Menonita USA (IM USA). Juntos forman un frente cristiano que trabaja para el reino de Dios y esta a la vanguardia en el trabajo por la paz y justicia. De aquí en adelante nos referimos a esta asociación como UCIM.
Artículo I. Nombre, Dirección, Alcance
A. El nombre del Región será Unidad Cristiana de Iglesias Menonitas.
B. Su dirección será: la del Moderador en función de la Región de UCIM.
C. El alcance de la Región será el Sur de Tejas.
Artículo II. Propósito
A. Promover nuestra fe de acuerdo a las escrituras, nuestro contexto cultural, y la confesión de fe en una perspectiva Menonita-Anabautista.
B. Promover la unidad fraternal en términos de servicio, adoración, doctrina, y testimonio, participando en actividades de mutua edificación, y compartiendo recursos (intercambio de pulpito, dando y recibiendo ayuda y consejo.)
C. Enfocar visión y dar iniciativas, consejos, recursos disponibles y apoyo a proyectos de las congregaciones afiliadas.
D. Facilitar el dialogo del las iglesias Menonitas del sur de Tejas y la Conferencia Menonita Sur Central (CMCS).
E. Servir de mediador y proveer recursos en asuntos de conflicto.
Artículo III. Membresía de Congregaciones
A. Requisitos:
1. Estar ubicada en el sur de Tejas.
2. Tener claro entendimiento y aceptación de la doctrina cristiana según es interpretada en la confesión de fe Menonita-Anabautista, partiendo de la Biblia como fundamento.
3. Estar de acuerdo a la Constitución y Reglamentos de UCIM.
B. Expectativas y Responsabilidades:
1. Apoyar a los programas y proyectos de UCIM y CMSC con oraciones y participación.
2. Enviar un representante a todas las reuniones del Comité Ejecutivo y Asamblea Anual y un delegado a la Asamblea Anual de Negocios de UCIM.

3. Comprometerse a sostener financieramente a UCIM con el diez por ciento (10%) de sus ingresos.
4. Subscribir a los normas de liderazgo ministerial y congregacional de la IM USA. (Procedimientos de Liderazgo Ministeriales de la Iglesia Menonita)
5. Solicitar el consejo y la participación de UCIM y de CMSC cuando ocurren vacantes pastorales para que sean personas que comparten le fe y la misión de la CMSC y a IM USA y que son elegibles de recibir las credenciales de la CMSC.
C. Admisión:
1. Congregaciones solicitando membresía harán su solicitud incluyendo información relevante acerca de su organización y estructura, actividades actuales, declaración de fe, y una lista de miembros. La misma será sumidito cuatro meses (preferible seis meses) dejando suficiente tiempo para descernimiento y procesamiento por el Comité Ejecutivo previa a la Asamblea Anual de Negocios de UCIM.
2. Membresía será aceptada por dos tercer partes de votos por el Comité Ejecutivo y reconocida en la próxima Asamblea Anual de Negocios de UCIM y la Asamblea de CMSC.
D. Separación:
1. Una congregación puede solicitar separación de membresía de UCIM y de CMSC presentándola por escrito al Comité Ejecutivo de UCIM y la Comité Ejecutivo de CMSC indicando sus motivos.
2. Los Comités responderán con un esfuerza de establecer y mantener comunicaciones que pueden resultar en la mejor comprensión posible, buscando crear un espíritu de harmonía y respeto mutua.
3. Si la separación se lleva a cabo, se anunciara a las congregaciones de UCIM.
Artículo IV. La relación entre UCIM y CMSC
A. La relación entre UCIM y la Conferencia Menonita Sur Central (CMSC) es fraternal, de apoyo mutuo y respeto, manteniendo una comunicación reciproca, dando y recibiendo reportes de los asuntos que conciernen a ambos.
B. Ambos mantienen una relación de lealtad a sus principios.
C. UCIM tiene el privilegio de enviar un representante nombrado por el Comité Ejecutivo al Concilio Representante Regional del Norte (CRRN) de CMSC.
D. Cada congregación tiene derecho de nombrar y enviar un delegado por cada 25 miembros o fracción a la Asamblea Anual de CMSC. Los pastores activos y licenciados u ordenados reconocidos por CMSC son delegados.
E. UCIM apoyará a CMSC con el diezmo (10%) de sus entradas de las congregaciones.

Artículo V. Gobierno
A. El gobierno de UCIM es representativo por medio de los delegados en la Asamblea Anual de Negocios que determinará la visión, metas, y necesidades de la Región.
B. El Comité Ejecutivo, atento a la voz de la Asamblea, realiza la misión establecida por la Asamblea. El Comité Administrativo facilitara la misión llevando a cabo el trabajo.
Artículo VI. Asamblea Anual de Negocios
A. Se llevará a cabo el segundo sábado del mes de enero con previa convocatoria de 30 días.
B. Los delegados serán miembros activos de un iglesia de UCIM que incluyen
1. un representante al Comité Ejecutivo de cada congregaciones,
2. un representante adicional de cada congregación,
3. los pastores y sus cónyuges,
4. los oficiales del Comité Administrativo.
5. Además, dos representantes del Comité Ejecutivo de CMSC.
C. Todo delegado representará los intereses de su congregación en la Asamblea. Ejercitarán el privilegio de voz y voto en la Asamblea.
D. El quórum se establecerá con los delegados que representan la mayoría de las congregaciones de UCIM.
E. Otras personas de las congregaciones son bienvenidas y se darán la participación en las deliberaciones si el moderador de la reunión las reconoce. No tendrán derecho a voto.
F. Su Programa incluirá
1. Recibir reportes de las congregaciones, de los oficiales, e otros.
2. Evaluar el trabajo de UCIM, buscar y discernir visión, necesidades, dirección del Señor al planear el ministerio y programa de UCIM.
3. Elegir los oficiales para el Comité Administrativo nominados por el comité de nominaciones.
4. Evaluar y aprobar el presupuesto anual presentado por el Comité Ejecutivo.
G. Asambleas de Negocios Extraordinarios se convocara para asuntos de urgencia con la aprobación del Comité Ejecutivo.
Articulo Vll. El Comité Ejecutivo (Concilio Regional Representativo del Sur-CRRS)
A. La función del Comité Ejecutivo es de estar atento a la voz de la Asamblea Anual de Negocios para discernir y cumplir la visión, necesidades, y dirección del Señor al planear el ministerio y sus programas.
B. Sera formado por los oficiales del Comité Administrativo, un representante de cada congregación, los pastores de las congregaciones, y el Ministro Regional (ex-oficio). Los miembros tienen derecho a voz y voto.

C. El Comité Ejecutivo de CMSC mandará por lo menos un representante a las reuniones del Comité Ejecutivo.
D. Las reuniones del Comité Ejecutivo debidamente convocadas se pueden llevar a cabo con la mayoría de miembros (mitad mas uno) presentes.
E. El Comité Ejecutivo tendrá derecho de crear comisiones, comités, o posiciones para satisfacer sus obligaciones a la Asamblea Anual de Negocios.
F. En las reuniones, las visitas se darán la cortesía de hablar si el moderador/a de la reunión las reconoce. No tendrá derecho a voto.
G. Se reunirá cada cuatro meses.
H. Representantes Congregacionales
l. Serán miembros en plena comunión en la congregación que representa.
2. Serán nombrados por su congregación.
3. Se reunirán con el Comité Ejecutivo para contribuir el desarrollo de los programas y actividades de UCIM.
4. Rendirán informes a sus congregaciones de los acontecimientos de UCIM.
5. Servirán por un término de dos años.
I. Reuniones extraordinarios se convocara con dos semanas de anticipación para asuntos de urgencia con la aprobación del Comité administrativo.
Articulo VIII. El Comité Administrativo
A. El Comité Administrativo se compone del Moderador, Moderador Electo, el Secretario, el Tesorero, Coordinador de Vida Congregacional, y el Ministro Regional (ex-oficio).
B. El Comité Administrativo lleva a cabo las funciones administrativas según la dirección del Comité Ejecutivo.
1. Toda acción será aprobada por el Comité Ejecutivo.
2. Recibir los informes financieras de la tesorería y consultará con el Comité Ejecutivo cuando sea necesario.
3. Preparar la agenda de las reuniones del Comité Ejecutivo con previo aviso a los miembros.
4. Mantener los miembros del Comité Ejecutivo informados de sus acciones.
C. Se reunirá una vez cada mes. Pueden reunir por conferencia telefónica.
Articulo IX. Oficiales y sus Funciones
A. 1. Es requisito que los nominados para oficiales sean miembros activos en una Iglesia Menonita por un mínimo de un año.
2. Recomendaciones - Es preferible que los nominados para servir de oficiales tengan las siguientes cualificaciones:
a. que sean bilingües en español y ingles,
b. que tengan habilidad o disponibilidad al uso de una computadora,
c. que estén dispuestos y disponibles a viajar dentro y fuera de la región,

d. que tengan integridad de carácter, conocimientos y convicciones propias de acuerdo a la fe bíblica Anabautista-Menonita.
B. Moderador
1. Llamar y presidirá las reuniones ordinarias y extra-ordinarias y la Asamblea Anual de Negocios.
2. Velar por el cumplimiento de las metas y objetivos de UCIM.
3. Escribir reportes y documentos concernientes a la organización.
4. Responder con prontitud la correspondencia a UCIM.
5. Mantener informadas a las congregaciones de las decisiones tomadas, programas, y actividades.
6. En las reuniones el solo usará su voto para quebrar empates.
7. Es el representante de UCIM ante el CRRN (Concilio Regional Representativo del Norte).
8. Servir como moderador por un periodo de dos años.
C. Moderador Electo
1. Tomar las responsabilidades en ausencia del Moderador o cuando el Moderador lo requiera.
2. Servirá dos años como Moderador Electo y dos años como Moderador.
D. Secretario de Actas
1. Tomar las actas de las reuniones y mantiene el archivo de las mismas al día.
2. Enviar avisos/recordatorios de las reuniones y de actividades planeadas.
3. Servir por un periodo de dos años con opción a re-elección.
E. Tesorero
1. Manejar las cuentas bancarias de UCIM
2. Mantener al día los libros de contabilidad y cuentas de cheques.
3. Presentar informes financieras mensuales al Comité Administrativo y al Comité Ejecutivo en sus reuniones y anuales a la Asamblea Anual de Negocios con copia a la CMSC.
4. Proponer ideas para el presupuesto anual el cual será diseñado en conjunto con el Comité Ejecutivo para la consideración y aprobación de los delegados en la Asamblea Anual de Negocios.
5. Servir por periodo de tres años con opción a re-elección.
6. Salidas más de $3,000 no presupuestadas requiere la aprobación del Comité Ejecutivo.
7. La cuenta de cheques puede ser firmada por el Tesorero o un miembro designado del Comité Ejecutivo.

F. Coordinador de Vida Congregacional
1. Motivar la participación inter-congregacional en programas y actividades fraternales de edificación a todos los creyentes y de estímulo a la unidad y el servicio.
2. Planear y llevar a cabo eventos como la cantata unida, el campamento de verano, conciertos cristianos de alabanza, retiros matrimoniales, seminarios sobre temas de la vida cristiana con enfoques prácticos para hoy, etc.
3. Promover los ministerios con énfasis a niños, a jóvenes, a mujeres, a caballeros, dando ideas y recursos a las iglesias para esto.
4. Diseñar y publicar un boletín de noticias y actividades de UCIM cada dos meses para distribuir en las congregaciones.
5. Visitar para animar las congregaciones, en especial donde la iglesia es nueva.
6. Buscar las personas que puedan colaborara en las funciones de Vida Congregacional.
7. Servir por un periodo de dos años con opción a re-elección.
Articulo X. Ministro Regional de la Conferencia
A. Servir a los pastores y líderes de UCIM manteniendo contacto regularmente con ellos.
B. Participar en la búsqueda de pastores, evaluaciones, revistas, y transiciones pastorales.
C. Servir en situaciones de conflicto que exigen de consejo y apoyo de afuera.
D. Reunir con el Comité Ejecutivo y el Comité Administrativo en sus reuniones.
E. Será nombrado por CMSC en coordinación con el Comité Ejecutivo de UCIM.
F. Ser responsable al Comité Ejecutivo de UCIM y reportara al Comité Ejecutivo de CMSC.
Articulo XI. Comité de Nominaciones
A. Será integrado por tres personas nominado por el Comité Administrativo, y aprobado en la Asamblea Anual de Negocios.
B. Considerar, evaluar, y recomendar los candidatos a las posiciones vacantes de Comité Administrativo.
C. Reunir tres veces al año y como sea necesaria con anterioridad a la Asamblea Anual de Negocios.
D. Los miembros servirán por un periodo de tres años en términos alternativos.
Articulo XII. Vacantes
En caso de una vacante de uno de los oficiales elegidos, el Comité de Nominaciones recomendará a un candidato al Comité Ejecutivo para su aprobación y este servirá hasta la próxima Asamblea Anual de Negocios. UCIM Constitución y Reglamentos, Página 8
Articulo XIII. Año Fiscal
El año fiscal comprenderá de febrero 01 a enero 31 del siguiente año.
Articulo XIV. Representación Ante Otras Organizaciones y Agencias
El Comité Ejecutivo nombrara los representantes de entre sus propios miembros para representar a UCIM ante otras organizaciones o agencias. El representante mantendrá el Comité Ejecutivo informado sobre la organización /agencia.
Articulo XV. Enmiendas
Enmiendas para ser considerados, deben ser presentados por un delegado por lo menos tres meses antes de la Asamblea Anual de Negocios al Comité Ejecutivo para su estudio y consideración. Una vez considerado, las propuestas se le enviaran a los delegados con quince días de adelanto a la Asamblea Anual de Negocios para su discusión y aprobación.
